It is called an expansion tank. When water heats, it expands, increasing the pressure inside the water heater until the temperature and pressure relief valve on the side of the water heater opens. The expansion tank controls the thermal expansion. When the water heats up and expands, it applies pressure against the bladder of the expansion tank, lowering the pressure inside the water heater.
